However, although the US said that its aid was not politically conditioned, many officials remarked that only if North Korea would appear more cooperative in dealing with other nations would it have a hope of getting major international aid...
...Although the North Koreans date their food problems to the floods and droughts that started in 1995, foreign researchers who have worked in the country say medical records and growth patterns indicate that hunger began before then and is linked to the collapse of the Soviet Union, which had long been North Korea's main supplier of food, fuel and fertilizer....
2000: In March, Japan announced it would resume food aid to North Korea, where food shortages persist. Despite the improvement in the situation, the country remains dependent on foreign food aid. The North Korean government estimates that 200,000 people died in the famine, but international estimates are much higher, at 1.5-3 million.
